Harley Davidson for Gujarat Police?
Gujarat Police Gets Harley-Davidsons.Harley-Davidson bikes are used by police departments across the globe, with India being the latest name to add its name to the list. Though Gujarat Police is now the first Indian state police to get the Harleys, the exact number of the bikes purchased remains unknown.
But a senior retired cop remarked that this may just prove to be a toy because,
1. Engine seizure during hot Indian summers. Bikes with smaller hp
survived the tempt exceeding 49 deg in shade for a long time.
2 Poor performance in bylans in old city areas.
3. Running cost is very high since all parts are import items. and not
readily available off the shelf.
4. Requires well built and tall persons to man the machine.
5. Suitable only for highway patrols as a chase vehicle
6. Requires high octane fuel not readily found at every petrol pump
and then more costly when found.
7 A departmental show off item.

City of Thieves
It’s not for nothing that Delhi is called India’s crime capital. The total value of stolen goods in the city equals its annual budget. While the value of the haul this year is estimated at Rs 36,000 crore, the total budget estimate for the entire state for 2014-15 was Rs 36,766 crore.
According to the Delhi Police crime statistics, cash and goods worth Rs 34,594 crore were stolen in 2013 and the figure was Rs 21,211 crore for 2012

Mumbai police control room on 26/11 confused rambling
Of the stories about the 26/11 attacks in Mumbai, one has remained largely untold: the sense of panic in the Mumbai Police Control Room (PCR) when the phones started ringing, a panic so strong it threatened, at least for the first five hours, to overwhelm the police force’s response.
Part of that story can now be told. The Indian Express has obtained and authenticated 4,396 phone calls made to PCR running into 89 hours of conversations. These begin with the first one from a taxi driver outside Cafe Leopold close to 10 pm on November 26 until 11.42 pm on November 28, when a caller from Punjab asks if his relative’s name is on the morgue list

1. why cant our judiciary judge cases in time bound manner. this person had 8 cases pending against him
2. despite being a habitual offender he was repeatedly given bail by court. Should not courts introspect?
3. when cases were registered against him in delhi or haryana, did local police bother to check up with their counterparts in UP about his criminal history?
4. the private party was submitted a fraud police character verification certificate. is there a standard format for same? is there any way any private party can look into a database and check veracity of such certificates? NO

Vada Pav allowance
The court was horrified when told that policemen, from constables to
inspectors, are given Rs750 as dietary allowance per month, “which works
out to Rs20 a day“, and Rs250pm as incentive allowance to keep fit,
“which works out Rs8 a day“.Nowadays, you don't get vada pav also with
it, remarked Justice Kanade. The judges referred to a recent incident
where a constable was killed while trying to apprehend a thief, and
remarked that he did not even have a lathi. “If you don't give
constables proper weapons, how you expect them to handle such
situations?'' asked Justice Kanade.

Border management is a grave problem area. The management of Indian borders, both in the north and even the coastal borders, deserves more attention. It's being given attention but we need more vigil. India has more than 15,000 km of land border and some 7,500 km of coastal border. Remember, if the border with Pakistan was secure there would not have been any insurgency in Punjab. The Kashmir problem would have been much less if the huge amounts of arms and ammunition would not have come in via the border. We know for sure that 54,000 AK series rifles have been seized so we know that most of these arms come in via the Indo-Pak border. More than 1,000 kg of RDX seized by India means that more than 100 truckloads of goods have come in without detection.
Imagine, if these arms and RDX have come in, then how many people have infiltrated through Pakistan carrying this stuff? More than 15,000 people have gone to Pakistan for training and returned with arms.

During the end part of war, he slapped his batman (orderly). The
batman filed a complaint against Patton for assault. Patton faced a
court marshal and was reprimanded. This negative remark led him to
seek his relief from army, and he retired into a quiet sunset.
Eisenhover would not have been the election candidate for the post
of President of USA. The original choice for the job was Patton. A
slap undid him

Routine Chapter Proceedings Illegal: Mumbai High court
The court was informed that while in jail, the accused was served
with notice stating that after he is released on bail, the possibility
of him trying to defame his wife and step-daughter cannot be ruled out
and therefore he has been directed to execute a bond of Rs. 10,000 for maintaining peace and to also furnish one or two sureties in the like amount.
Justice Jadhav was irked to know from the assistant public prosecutor Dinesh Adsule and the investigating officer of the case that this is the routine course adopted by the police in certain cases, and therefore directed the practice to be discontinued.

the state is getting more widespread and part of a larger network of
organized crime operating and the national and international levels. "Of
the 18 districts in Odisha where elephant poaching exists and the 19

I attended an international conference in Mongolia. When a Sri Lankan officer made a presentation on drugs, one of the host country officers asked how long it took in Sri Lanka to sentence a drug offender. The Sri Lankan delegate answered rather proudly that it was done quickly - in less than four months. All Mongolian delegates burst out laughing! Apparently in Mongolia it took only a day or two. It is then that one of the officers in our group hissed loudly, "Khabardar! Koi bhi nahin bolega ki India mein kitnae saal lagtae hain!"Hindi can be used as a secret language too.

Section- 11 of this Act provides for penalty (up two two years imprisonment or fine upto Rs ten lacs or both) for unregulated flying of an object which may pose threat/ danger to the safety of life or property.
Thus prima facie the operation of an UAV without following the provisions of the Aircraft Act and the Rules framed thereunder, is an offence. No regulations have been made by the Central Govt so far. Therefore, this is an area where the government should act fast to put in place rules/regulations to regulate the subject in most unambiguous terms.

A new day for Mahrashtra Police?
Two developments have specifically hurt the Mumbai police the most. The
self-aggrandisement of the Home Department at the cost of professional
police leaders has been colossal. The authority to post even inspectors
to various police stations has been usurped by the mandarins in
Sachivalaya (State Secretariat), thereby emasculating the Commissioner
of Police and destroying the chain of command in a rigid hierarchy that
the police is. Worse still is the sale of prized field jobs to the
highest bidders. There are incredible tales of venality which would make
even the most brazen politician squirm in his seat. Things haven’t
changed despite there being many sane and credible voices. Mr. Fadnavis
has to restore the primacy of police leadership if it has to deliver.
This applies especially to the Mumbai Police Commissioner who should be
appointed on merit. In the recent past, some of the appointments to the
vital job have resulted in disastrous consequences. The Commissioner’s
appointment is fortunately not seniority-driven unlike the DGP’s. So,
the Chief Minister has some flexibility in getting to choose the right
candidate, even if an officer so anointed is relatively junior to others
staking claim to the job solely on the basis of seniority

More here,With 5.5 lakh posts in police force lying vacant across the country, the Centre has asked all states to fill up the vacancies in a time-bound manner, preferably within a year, as the crime graph is soaring gradually.In separate letters to chief secretaries and DGPs of all states and union territories, Union Home Secretary Anil Goswami said the number of cognisable IPC crimes in the country has gone up to 26,47,722 in 2013 from 21,21,345 in 2009 and provision of adequate manpower in state police forces is one of the pre-requisites to arrest such a trend.“In view of the aforesaid, may I request you to initiate a time-bound action plan to fill up the existing vacancies in the state police preferably within a period of one year,” he wrote in the letter.The highest 1,01,100 posts of police personnel are lying vacant in Uttar Pradesh, followed by 45,191 in Gujarat, 38,725 in West Bengal and 32,247 vacancies in Andhra Pradesh as on January 1, 2013

IB is a chicken?
Three of the IB’s sins are particularly harmful to the country.
First, its operational incompetence has now become legendary. The
tragedy in Mumbai is only the most spectacular in a long list of
failures. Many IB personnel have no aptitude for the job and some have
no interest in what they do. Quite a few IPS officers apply for a
deputation to the IB simply to get away from tough areas such as
Nagaland and Kashmir. Upper echelons of the organization often conduct
haphazard studies into security threats while subsidiary units are left
to pursue their own agendas. The organization is poorly managed, with
fragmentation and chaos being order of the day.
Second, the main task of the IB seems to be furthering the political interests of its masters instead of bolstering internal security. India has now become familiar with the sorry practice of paid journalism. This phenomenon involves politicians paying journalists for favorable coverage. When the Congress Party was in power, many IB officers were reportedly the conduit for cash to journalists who sang paeans to the government.
Third, discrimination is rife in the IB. It has a culture of wall-to-wall hierarchy that favors sycophants. The personal track records of employees are often inconsequential. What matters is whether their superiors like them personally, making the IB an organization tailor-made for fawning courtiers. There is a widespread perception that the IB is not a good place to be if you belong to a lower caste. Harassment is rife, and there is no clear means of recourse to employees who are wronged.

A DIG from J&K in thick of a storm
The son of a top Jammu and Kashmir police officer has posted a series of photographs on Instagram that show his father’s apparent abuse of power. The photographs have gone viral on social networking sites, evoking angry reactions.
One of the photographs shows a man — apparently a policeman — sitting near the feet of Deputy Inspector General (DIG) of Police, Jammu, Shakeel Beig and helping him put on his shoes. The caption with the photograph , posted by Beig’s son, who goes by the name Tonybeig on Instagram, says: “Real king – My Dad!! Last time he put his shoes himself was almost 15 years ago #BossLife #King xx.”

High price of spare parts & vehicle theft
Its often said that police is left cleaning mes created by other players in society.
Many places in India are notorious for vehicle theft and than quick dismantling to sell spare parts.
Owner claims insurance & moves ahead with life while auto companies are making a killing by pricing spare parts high, so that there is a market for spare parts supplied by grey market. If this case is with CCI, what if police also becomes a party & present evidence ( if any). Right now this is conjecture , but if there is data to support this hypothesis, it would be helpful

Food budget for prison inmates
It will be interesting to compare allowances across states & find out what is the amount in different states

Model village amongst mines
Idea which I submitted on PM's portal
States are going to get huge money by coal mines auction.Instead of money going into general pool or meet deficit of states it should be directly used for development of villages which are impacted by mining. e.g. there could be 500 villages affected by these mines, if 5000 crore i.e. 10 cr per village can be used to provide basic amenities in this village it would be a win win situation & inch towards model village concept of PM if we dont allot funds collected from mines to development of village, local vilagers will keep on protesting against mine like this.

Smart City
PM and the government has been talking about smart city.
As someone who has lived in small towns, transitional cities & metros both India and abroad to my mind liveable city is first step towards achieving a smart city.
My idea of basic infrastructure intervention which govt should make to nudge city's infra and improve its living conditions are following 15 things of reasonable population say above 2 lakhs
1. A lab to test food products for adulteration (private initiative, govt just to check credentials)
2.at least 5 well developed market places with parking, toilets and open areas ( like chandigarh sector markets, no need of new investments. Improve existing markets by removing encroachments, uniform signing and boards and uniform way of shops)
3. at least 5 towers with 200 flats each - 1 bhk where people in low end labor job live with dignity. these places will not be sold as if sold below price to poor they will either sublet these or sell them. If priced as per their real value poor for whom these are intended will never be able to buy it. Instead they should be given on lease of 3 yrs each. Rent should be used purely for their maintenance and construction of new towers. Initial cost of making 5 towers per 2 lakh population should be borne by government. they should be spread within city instead of being outside from where commuting to workplace is difficult and costly thus deterring labour to shift to these places.
4. an auditorium to hold social functions- estimated cost 10 crore- it should be PPP where govt provides land and pvt party bears cost of construction. In return it can charge market rate to pvt organiser while giving it free or nominal cost for govt mandated functions.
5.A city forest. Preferably in centre of city as this will provide opportunity to improve traffic also. A scheme like pitr parvat where people finance planting and maintenance of tree in memory of their loved ones can take care of running cost. initial expense 10 cr
6.Modern crematorium where electricity and gas can be used to burn Deads. Market rate can be charged for funeral to recover running cost. Initial cost - 10 cr
7. one garden for every 10000 population. this will provide breathing space for birds, old people, women and kids. social function can also be held here. 20 such garden for 2 lakh city would mean investment of 20 crore
8. A stadium with 5000 seating capacity with swimming pool and mats for wrestling must. this would be a pure PPP project whre pvt party financing it can levy user charges. while talented players will be allowed to practice free when certified by govt. estimated cost on govt 10 crore
9. A city transport system, which will have buses owned by pvt party but whole system regulated by govt. bids would be invited for identified routes and monopoly rights provided. Ads to be used as revenue stream. modern bus stops to be constructed and maintenance to be carried out by pvt party. rates to be decided by govt and a fixed formula used to link it to wages, fuel cost & price of vehicle thus obviating need for frequent agitation to raise fare. Possible cost to government 10 crore
10. A waste disposal plant. A system where a pvt party collects waste and households are charged different rates depending on they give segregated/mixed waste. Waste has to be collected from their house/ they provide themselves. Govt inspectors to fine people who litter and to monitor pvt party performing tasks of collection and disposal of garbage. estimated cost to govt 10 cr
11. Either solar/wind/bio gas based , at least one renewable energy based small power plant for town
12. A water tank or water body ( if not natural create an aritificial),which can serve as source of drinking water, tourism, can store excess rain water. All run off water of city can lead to this water body.
13. At least one hawkers zone for every 40k population, multi level parking in busy markets & a network of bio degradable public toilets. - cost 10 crore
14. Rain basers, a centre of orphans, destitute women. pvt chairty orgnaisations encouraged to open. Govt to just provide fund.
15. piped natural gas in residential area to stop black marketing of cylinders, reduce demand and filling of one cylinder to other
